Meet Richard J. McCaffery

Dick McCaffery is President of McCaffery Associates and serves as a Training Associate for “Working with Congress.”

Dick has had an on going involvement with Congress since the 1960’s.  From 1977 –1981, he served as the first Ombudsman to Congress for the U.S. Department of Agriculture, a position authorized by the Rural Development Act of 1972 to represent rural interests before Congress. 

In the mid-60’s, representing the National Catholic Welfare Conference, Dick served on then President Johnson’s Commission on Immigration Reform.  The Commission was specifically charged with developing Congressional support for what came to be the first major Immigration Reform since the early 1900’s.

In the late ‘60’s and early ‘70’s, Dick was General Manager of Westinghouse’s Government Division, a position requiring frequent interaction with Congress.

In 1981, Dick founded his own Company, McCaffery Associates. Focusing on communication strategies, its clients include federal and local government offices, Members of Congress and the private sector.

Through consulting, assessments and seminars, McCaffery Associates helps organizations develop political management strategies and successful processes for building and maintaining stakeholder support bases. 

A major specific component in these efforts is the supporting of group endeavors to work successfully with Congress.  In this area, Dick and Grace Cummings have teamed up since 1989.
