Why do so many bills get introduced each session and so few actually enacted into law? How does political timing affect a bills chance of passage? Does public pressure matter when a bill is moving through Congress? Are committee chair important in this process? Is it easier to pass or defeat a pending piece of legislation? What are amendments all about?
There are many, many ideas floating around Washington, but only a relative handful get enacted into law. In this session, we study how particular ideas germinate on the Hill and the process they must go through to eventually be passed by both chambers and sent to the President for signature and enactment into law.
